Shanxi Introduces Deep Valley Electricity Prices During Holidays to Further Reduce Costs for Industrial and Commercial Users

According to Polar Power Market Network, the Shanxi Provincial Development and Reform Commission recently issued the Notice on Further Improving the Time-of-Use Electricity Price Policy for Industrial and Commercial Users, adjusting the scope of time-of-use electricity prices, optimizing the division of peak, valley and flat periods, implementing deep valley electricity prices during holidays, and clarifying the floating range of peak-valley electricity prices.
 
The document specifies that the adjusted scope of time-of-use electricity prices covers power grid enterprise agency power purchase users subject to industrial and commercial electricity prices, except for electrified railway traction power supply that is specially regulated by the state. Users directly participating in the electricity market shall comply with relevant provincial electricity market rules.
 
In addition, the document has formulated peak-valley period divisions for four seasons respectively, changing from the original uniform period division throughout the year (except for critical peak prices) to dividing the year into:
 
  • Spring (March–May)
  • Summer (June–August)
  • Autumn (September–November)
  • Winter (December, January–February)
 

Deep valley electricity prices will be implemented during holidays:

 

A deep valley period from 13:00 to 15:00 will be set during the Spring Festival, Labor Day and National Day, with deep valley electricity prices applied.

 
The document clarifies the floating range of peak-valley electricity prices:
 
  • Peak-period electricity prices: 60% above flat-period prices
  • Valley-period electricity prices: 55% below flat-period prices
  • Critical peak-period electricity prices: 20% above peak-period prices
  • Deep valley electricity prices: 20% below valley-period prices
 
Among them, grid loss discount for power supply links, system operation cost discount, transmission and distribution electricity prices, historical deviation electricity fee discount, government-controlled funds and surcharges do not participate in the floating of time-of-use electricity prices.
