The Arctic Star Energy Storage Network learned that on September 15th, the Ministry of Industry and Information Technology and the National Development and Reform Commission jointly issued the "15th Five-Year Plan for the Development of the Electronic Information Manufacturing Industry". The plan shows that efforts will be made to consolidate the advantages of the energy electronics industry. The "light, storage, end, and information" energy electronics technologies will be continuously promoted for coordinated development. The efficient crystalline silicon photovoltaic cell technology will be further advanced for iteration and upgrading, and new-generation high-efficiency photovoltaic cell technologies such as perovskite stack cells and related equipment and materials will be developed. Advanced reliable and intelligent photovoltaic modules and intelligent operation and maintenance technologies for photovoltaic systems will be developed and promoted. "Photovoltaic+" application scenarios will be expanded. The innovation capabilities of the entire new-type battery industry chain will be enhanced, and the competitive advantage of lithium batteries will be consolidated. Solid-state batteries, sodium batteries, liquid flow batteries, and fuel cells will be continuously promoted for industrialization. The development of new-type batteries will be promoted for intelligent, green, and integrated development. New-type batteries will be supported for application in scenarios such as smart terminals, new energy vehicles, ships, aviation, intelligent robots, construction machinery, agricultural machinery equipment, etc. Key technologies for power electronics will be accelerated in research and development and supply, and the efficiency integration and precise regulation level of energy storage systems will be improved.
High-voltage, high-stability, and large-capacity cathode materials, high-capacity, low-expansion silicon-carbon anode materials, high-stability, high-ion-conductivity solid electrolytes, and composite current collectors, etc. will be developed as key materials. High-safety lithium batteries, high-energy solid-state batteries, low-cost long-life sodium batteries, and other research and development and industrialization will be strengthened.
Advanced power semiconductors, intelligent sensors, chips for power management, high-power efficient converters, etc. of power electronic products will be developed. Advanced high-efficiency and high-precision management technologies for advanced energy storage systems based on the end-edge-cloud architecture, as well as high-efficiency thermal management technologies such as phase change material cooling, heat pipe cooling, and heat pump, will be developed. Structural optimization, multi-domain integration, and safe and efficient system integration technologies will be developed.
Large-sized wafers, low-cost high-performance magnetic materials, highly reliable electronic ceramics materials, ultra-small-sized piezoelectric crystal materials, high-capacity and high-performance battery materials, etc. will be developed.
Strong patent layout in the field of electronic information will be strengthened. Key core technologies will be reserved in advance, and patent pools for key core technologies in fields such as integrated circuits, Beidou, photovoltaics, and new batteries will be established. Cross-licensing and sharing of intellectual property rights will be promoted, and foreign intellectual property service capabilities will be enhanced.
The capacity planning and capacity warning for specific industries will be coordinated, and "internal competition" will be comprehensively rectified. Industrial security capabilities will be built, cybersecurity protection will be strengthened, safety management in lithium batteries and other fields will be enhanced, and the intrinsic safety level will be improved. The manufacturing excellence quality improvement project will be deeply implemented, and enterprise quality management capability evaluation will be carried out. Service-oriented manufacturing will be developed, and application models such as customized services, inspection and testing, and information value-added services will be promoted. The rapid charging technology and standard system for terminal products will be established, and the governance of complex operations of TV will be accelerated. The green and low-carbon transformation of electronic information will be promoted, and the supply of carbon footprint accounting rules and standards for electronic information products will be accelerated. The management of waste batteries and components of lithium batteries and photovoltaic modules will be strengthened, the high-value and standardized utilization level of abandoned electronic products will be improved, and key common technologies such as refined dismantling, data erasure, and comprehensive utilization will be supported for research and application.
