On April 28th, the 15th Five-Year Plan Outline for the Economic and Social Development of Hebei Province was released.

It was mentioned that efforts would be made to upgrade thermal power generation units, implement the transformation and upgrading of the new generation of coal-fired power plants, plan and layout efficient and clean thermal power plants in areas where the power grid is needed and the heat demand is high, continuously optimize the structure of thermal power, and enhance the capacity for power supply guarantee. The construction of a strong, flexible and intelligent power grid would be accelerated, the main grid framework would be optimized and strengthened, the power transmission capacity of the Hebei North Power Grid would be continuously enhanced, and the power security level of the Hebei South Power Grid would be improved. The construction of distribution networks would be accelerated, disaster prevention and anti-disaster capabilities as well as intelligence would be enhanced.

At the same time, the layout and construction of energy storage facilities such as pumped storage, electrochemical storage, compressed air storage, flywheel storage, and gravitational storage would be coordinated and promoted, and a diversified energy storage system would be constructed. The planning and construction of pumped storage power stations would be steadily advanced, key pumped storage power stations would be completed and put into operation. The reasonable construction of energy storage for new energy would be encouraged, "new energy + energy storage" systems would be promoted as friendly new energy power stations, and a number of multi-energy integration demonstration projects would be implemented. The construction of power grid-side energy storage facilities would be strengthened, and a number of new independent energy storage facilities would be planned and laid out at key nodes or areas of the power grid. The layout and construction of energy storage facilities such as green hydrogen and ammonia storage bases would be promoted. The flexible layout of user-side energy storage facilities would be guided, important users would be supported to build self-use energy storage facilities, and distributed and mobile new technology energy storage facilities would be promoted for application.

In addition, efforts would be made to promote the development of non-fossil energy, implement the action of renewable energy substitution, develop onshore wind and photovoltaic power generation, reasonably plan and layout offshore wind and photovoltaic power generation, plan and implement a number of green electricity direct connection, source-grid-load-storage integrated, and distributed multi-energy integration development projects, enhance the local consumption level of wind and photovoltaic power generation, and promote the high-quality development of wind and photovoltaic power generation throughout the province. Energy utilization in accordance with local conditions would be promoted for the development of biomass energy, and county-level agricultural and forestry biomass cogeneration would be advanced. Geothermal energy would be scientifically and orderly utilized, and geothermal heating, cooling, farming, breeding, medical and health care, and other developments would be promoted to promote the diversified utilization of geothermal resources. A green hydrogen The entire industrial chain system would be created, a green hydrogen production and preparation base would be planned and constructed, infrastructure such as hydrogen filling stations, hydrogen pipelines, and storage bases would be actively laid out, and hydrogen would be promoted for large-scale and efficient utilization. The level of terminal energy electrification would be improved, and energy consumption would be green and low-carbon.
