Through years of sustained development, Qinghai Province has made remarkable strides in automating its power distribution network. The effective coverage rate of distribution automation terminals has surged from 25% at the beginning of the 14th Five-Year Plan period to 98%, while the success rate of feeder automation has risen from 13% to 95.4%. Furthermore, the differential coverage rate of distribution lines has now achieved 100%. These advancements have elevated the self-healing capability of Qinghai's distribution network to a new level, leading to a significantly enhanced power usage experience for customers.

As essential public infrastructure, the distribution network plays a vital role in supporting social welfare as well as economic and social development. During the 14th Five-Year Plan period, State Grid Qinghai Electric Power Company invested a total of 8.859 billion yuan to implement 1,700 distribution network projects. These projects involved the construction and renovation of 20,000 kilometers of power lines of 10 kV and below, and the installation or upgrade of 7,400 distribution transformers with a combined capacity of 1.95 million kVA. These efforts have effectively resolved low-voltage issues for 320 administrative villages and 150,000 farming and herding households. By the end of 2025, the overall power supply reliability of Qinghai's power grid reached 99.81%, while the voltage qualification rate hit 99.89%, significantly improving public satisfaction and ensuring electricity consumption safety.

In its distribution network development, State Grid Qinghai Electric Power Company has deployed self-healing functionality across the province's distribution lines to minimize the impact of outages on customers, moving towards a region-wide "service without interruption" operational model. By the end of 2025, Qinghai had established one provincial-level and eight municipal/prefectural-level distribution automation master stations, achieving effective feeder automation coverage for 2,080 lines. By deploying advanced technologies such as full automation (FA) for fault location, hierarchical protection, and 5G/4G wireless remote control, the company has significantly enhanced fault pinpointing accuracy and isolation efficiency, effectively limiting the scope of outage impacts. Furthermore, a comprehensive digital closed-loop management system has been implemented. This system covers the entire process from automatic fault diagnosis to automated work order generation, and from proactive resource dispatch to automatic confirmation of power restoration, substantially improving distribution network operational efficiency.

In response to the steady growth in electricity demand driven by socioeconomic development, State Grid Qinghai Electric Power Company has consistently adhered to the principle that “no power outage is the best service.” Focused on the two core objectives of essential safety and premium service, the company has built a specialized, highly skilled team dedicated to live-line and non-stop operations. Through the implementation of an equipment ownership system featuring “distribution network professional maintenance teams + substation managers,” it has significantly enhanced the maintenance capabilities of county-level subsidiaries. By continuously refining management processes and introducing innovative operational models, the company has embedded outage duration control into every phase of distribution network construction, operation, and maintenance—strictly following the principle of “no outage when avoidable, no outage when possible, and no outage when guaranteed.” This approach has enabled full coverage of non-stop power operations across Qinghai Province, leading to a comprehensive improvement in both the quality and efficiency of distribution network equipment and line maintenance.

Moving forward, State Grid Qinghai Electric Power Company will prioritize addressing weak links in county-level power grids by accelerating distribution network infrastructure development. Following a targeted “one county, one plan” renovation strategy, the company will carry out rural grid reinforcement and urban low-voltage line upgrades to comprehensively optimize the grid structure and close distribution network gaps. By strengthening power supply services and emergency response capabilities, the company aims to better meet the growing electricity demand for a higher quality of life and contribute to Qinghai’s high-quality economic and social development.
