State Grid Unveils 4 Trillion Yuan Investment Plan for 15th Five-Year Plan Period

Feb 04,2026

With China's electricity demand growing rapidly and its green energy transition accelerating, the State Grid Corporation of China (SGCC) is planning fixed-asset investments totaling approximately 4 trillion yuan during the 15th Five-Year Plan period (2026-2030). This represents a 40% increase compared to the 14th Five-Year Plan period (2021-2025). The company has recently announced the key priorities for this massive investment.

SGCC stated that the investment will prioritize the green transition. The company aims to facilitate the addition of about 200 million kilowatts of wind and solar power capacity annually within its service areas. The goals are to raise the share of non-fossil energy consumption to 25% and increase the proportion of electricity in final energy consumption to 35%, contributing to the initial establishment of a new energy system.

A deputy director of SGCC's Development and Planning Department said, "We will strengthen the power grid platform by building a new, integrated system coordinating main grids, distribution networks, and microgrids. Cross-regional and inter-provincial power transmission capacity will increase by over 30% compared to the end of the 14th Five-Year Plan period. This will support the development and long-distance transmission of clean energy from the 'Shagehuang' bases (comprising desert, Gobi, and barren land) and large hydropower bases in Southwest China."

Furthermore, State Grid will enhance technological innovation to establish itself as a global hub for pioneering energy and power technologies, striving for full autonomy in core technologies for the next-generation power system.

A deputy director of SGCC's National Power Dispatching and Control Center stated, "We have successfully developed a series of key technologies, including full electromagnetic transient simulation for large-scale power grids and comprehensive collaborative security defense systems. We have also established the world's first ultra-large-scale renewable energy grid operation and control system."

Another official from the Development and Planning Department added, "As the power grid evolves from scale expansion to quality enhancement, our focus is shifting. We are moving beyond simply increasing line length and installed capacity. Instead, we are building the 'arteries' for transmitting renewable energy, strengthening the 'capillaries' of distribution networks, and activating the 'nerve centers' through digital transformation."
