The Arctic Star Energy Network learned that on March 13th, the Wuhan Municipal Development and Reform Commission organized a meeting for the city's energy work and energy sector safety production. The meeting held that 2025 was the收官year of the "14th Five-Year Plan"， and under the strong leadership of the municipal committee and government, the city's energy system， closely following the general tone of "stability and progress"， coordinated development and safety， and steadily advanced various tasks such as energy supply guarantee， green transformation， and safety production， successfully accomplished the annual targets. The power grid structure continued to be optimized, the scale of new energy installations steadily increased， the operation of oil and gas pipelines was stable and reliable， the construction of charging facilities was accelerated and expanded， the overall energy security situation was generally stable， providing a strong guarantee for the high-quality development of the city's economy and society.

The meeting pointed out that 2026 was the starting year of the "15th Five-Year Plan"， the year of fully building the "five centers" and comprehensively constructing a modern Wuhan， and also the key year for further promoting the construction of an energy power country and accelerating the construction of a new energy system. The city's energy system should deeply understand the new situations and challenges faced by energy development， always maintain a high sense of responsibility and urgency， adhere to the systematic perspective and bottom-line thinking， focus on key areas and key links， continuously enhance energy supply guarantee capabilities， vigorously promote energy structure optimization and upgrading， resolutely build the bottom line of energy safety production， and ensure a good start and a good beginning for the "15th Five-Year Plan". 

First, we will meticulously plan the energy development path for the "15th Five-Year Plan". We will scientifically formulate the "15th Five-Year Plan" for energy development in Wuhan, ensure the smooth connection of policies and resources at all levels, and systematically plan the "four lists" of major policies, major projects, major platforms, and major reforms in the energy sector.

Second, we will comprehensively coordinate the development of power grid construction. We will implement the overall deployment of the provincial and municipal governments regarding the "three networks" (water, roads, and electricity) construction, continuously deepen government-enterprise cooperation, and focus on the construction of "five centers" and "five reforms and four improvements" urban renewal work, to continuously promote the "main network optimization, distribution network reinforcement" action.

Third, we will steadily advance the green and low-carbon transformation of energy. We will efficiently promote the implementation of the new-generation coal power transformation and upgrading for existing power units, strengthen the utilization of wind and solar power resources, orderly promote the development of green power direct connection, and enhance the regulation capacity of virtual power plants.

Fourth, we will actively build an energy service ecosystem that is inclusive, convenient, and beneficial. We will create a first-class urban environment for electricity use, strengthen the analysis of power operation big data, and promote the development of charging infrastructure for new energy vehicles.

Fifth, we will firmly and earnestly ensure energy safety. We will complete the final sprint of the three-year action plan for fundamental improvement, resolutely prevent and control major accidents, continuously deepen the "full chain" safety management of charging facilities for new energy vehicles, and earnestly carry out hazard governance and emergency construction.

Sixth, we will cultivate new energy development momentum. We will continue to promote the construction of regional hydrogen energy pilot projects in the energy sector, promote the reasonable layout of new energy storage in various sides of the power system, source, grid, and load, and lay out future industries such as electromagnetic energy in a forward-looking manner.

The meeting emphasized that ensuring energy security is a "matter of national significance". The energy industry must strengthen responsibility and commitment, firmly establish political awareness, people-oriented awareness, and development awareness, promote the high-quality and steady development of energy, and ensure the safety and stability of energy operation and supply. We must strengthen practical effectiveness, spare no effort to monitor policies, manage projects, and stabilize growth, and fully and unconditionally implement the decisions and plans of the municipal government.

We must strengthen team building, enhance policy and theory learning and capacity improvement, and build a high-quality and professional energy cadre team. We must strengthen safety management, earnestly fulfill the responsibilities of the special committee office for the safety of power and oil and gas long-distance pipelines, ensure the stable and controllable energy safety situation. We must strengthen integrity and self-discipline, always keep discipline and rules in mind, have a sense of awe, adhere to the bottom line, and persistently rectify "four winds", and build a clean political defense line.
