Arctic Star Energy News: Recently, the Development and Reform Commission of Hebei Province issued the "Notice on Further Strengthening the Standardized Management of Independent Energy Storage Projects", which stipulates that grid-side independent energy storage is subject to list-based management, and projects outside the list are not eligible for capacity-based electricity prices.

The document shows that the Development and Reform Commission of Hebei Province, in conjunction with the power grid company, has formulated annual construction plans for independent energy storage projects based on power station capacity, power grid structure, dispatching capacity construction, and the need for new energy consumption. It has proposed recommended connection sites and organized the submission of independent energy storage project applications uniformly. Independent energy storage projects included in the construction plan must be constructed in strict accordance with the approved content, and it is strictly prohibited to adjust the technical route and construction scale, or to change the construction location across county boundaries.

The document clearly states that before the project is completed and put into operation, except for internal adjustments within the same group or the establishment of a first-level wholly-owned subsidiary in the local area, it is strictly prohibited to change the investment entity and the shareholding ratio of shareholders in any way. The project sale behavior must be resolutely prevented. For internal adjustments of the investment entity within the same group, it must be submitted to the provincial Development and Reform Commission for review by the municipal people's government; for the establishment of a first-level wholly-owned subsidiary in the local area, the grid connection must provide the grid company with the equity registration materials with the official seal of the county-level government service department to prove 100% holding.

After the independent energy storage project is included in the provincial construction plan, it should commence construction in a substantive manner within 9 months and be connected to the grid within 15 months. Projects that fail to commence construction on time must submit an application for extension to the municipal energy authority to the provincial Development and Reform Commission. A single project can apply for one extension, and the extension period shall not exceed 6 months.

Actively support long-duration energy storage applications. Encourage projects that have been approved for construction, in construction, or in operation, such as 2-hour independent energy storage projects, to carry out capacity expansion and renovation under the condition that the installed power remains unchanged and construction or renovation conditions are available. Increase the scale of electrical energy storage and increase the actual storage full-power discharge duration to more than 4 hours, further enhancing the peak-load capacity.

In the attachment "Evaluation Criteria for Investment Entities of Independent Energy Storage Projects in Hebei Province", using grid-forming inverters and other methods can improve the grid support capacity and the technical and economic performance of the project. Based on this, the project's advancement and demonstration nature is comprehensively evaluated, with a score ranging from 0 to 25.
