On May 8, 2026, the Shaanxi Provincial Development and Reform Commission issued the "Notice on Matters Concerning the Capacity Tariff for Independent New Energy Storage Facilities on the Grid Side (Draft for Public Comment)", which stipulates that independent new energy storage facilities on the grid side that serve the safe operation of the Shaanxi power grid and do not participate in the power storage of distribution networks will be managed under a list system and granted a capacity tariff.

The capacity tariff is set at 165 yuan per kilowatt per year (including tax), and is calculated based on the peak shaving capacity at a certain ratio. The calculation ratio is the continuous discharge time at full power (i.e., the maximum discharge power) of the independent new energy storage facility on the grid side divided by the longest continuous duration of the annual net load peak in the Shaanxi power grid (up to a maximum of 1). The duration of the net load peak is temporarily set at 6 hours.

The capacity tariff for independent new energy storage facilities on the grid side will be implemented from the second month after their operation. The capacity tariff will be included in the system operation costs and will be shared by industrial and commercial users in proportion to their monthly electricity consumption. The grid enterprises will publish and settle the capacity tariff on a monthly basis.

Independent new energy storage facilities on the grid side will participate in the spot market according to the rules. The charging and discharging prices will be determined by the market. When charging, they are regarded as users and pay the transmission and distribution line loss fees and system operation costs, and the transmission and distribution prices are temporarily implemented according to the single electricity volume system users. The transmission and distribution fees will be refunded in proportion to the discharged electricity.
