The document states that a new-generation coal power transformation and upgrading action will be carried out, optimizing the structure and layout of coal power capacity, fully completing the "three transformations and integration" of existing coal-fired power units, implementing projects such as the relocation and expansion of Huainan Power Plant from the city center to the suburbs, and strengthening the supporting role of coal power. The construction of a strong and intelligent power grid will be accelerated, the "green electricity into Jinan" project will be studied and implemented, and 500-kilovolt Huangtai substation and other power transmission and transformation and outgoing projects will be implemented. High-level construction of the comprehensive smart energy pilot project in the starting area will be carried out, coordinating regional and external new energy and renewable energy, implementing cross-regional direct supply of green electricity, and by 2030, the proportion of green electricity in the pilot area will reach over 50%. Virtual power plants will be vigorously developed, with more than 40 virtual power plants being built and put into operation by 2030. The preliminary work for the Longqing Wanda pumped storage power station will be advanced, new energy storage projects will be implemented in an orderly manner, and distributed energy storage development and utilization will be promoted. A three-dimensional, multi-level, and all-scenario intelligent charging and swapping network will be comprehensively constructed to achieve full coverage in key areas.

Promoting integrated development of new energy and renewable energy, encouraging the construction of distributed photovoltaic in industrial parks, general industrial and commercial buildings, and residential areas, and providing energy storage facilities based on local conditions, supporting the demonstration of geothermal energy application in areas such as the starting area, Jiyang District, Shanghe County, etc., and encouraging the biomass replacement renovation of industrial coal-fired gas steam boilers. Promoting the integration and mutual promotion of "new energy + computing power", accelerating the integrated development of new energy in transportation, buildings, agriculture and rural areas, etc. Relying on the hydrogen energy regional pilot in the Jinan urban circle to develop the renewable energy hydrogen production industry, promoting the full chain layout of "production, storage, transportation, and use", and improving the level of coordinated development of wind, solar, hydrogen, and storage. Strengthening comprehensive, intelligent protection of power facilities and important power transmission channels, improving the cross-departmental collaborative protection mechanism. Improving the risk prevention and emergency response system for large-scale power outages, enhancing the rapid restoration and emergency power supply capabilities under extreme scenarios. Promoting the construction of key projects for natural gas entry into Jinan, ensuring that government storage facilities store as much as possible, accelerating the interconnection of storage and transportation facilities with high-pressure ring-line pipelines to ensure stable gas supply. Advancing the construction of high-pressure and secondary-pressure ring-line pipelines, creating a "gas network" throughout the city. Strengthening the construction of oil product transportation and storage facilities, optimizing the layout of oil depots and refined oil pipelines, ensuring stable supply of refined oil. Actively expanding high-quality coal sources, increasing the proportion of long-term contracts signed by coal power enterprises, and improving the coal reserve system with enterprise social responsibility reserves as the main body and government reserves as supplementary.
