Henan Province's "15-19" Development Plan Outline: Build a 500-kilovolt "dual-ring" power grid both internally and externally

On May 25th, Henan Province released the 15th Five-Year Plan Outline for National Economic and Social Development.
It pointed out that efforts would be made to build a new type of power system, accelerate the interconnection of energy infrastructure, implement the optimization project of the main grid structure, complete the construction of a 500-kilovolt "dual-loop" grid structure, complete the upgrading and renovation of urban and rural distribution grids in a new round, accelerate the construction of smart grids and micro-grids, enhance the grid's ability to accept, configure and regulate clean energy, and comprehensively improve the complementary and resilient level of the power system. The rural power grid consolidation and improvement project would be promoted, and the development and utilization of rural distributed renewable energy would be strengthened.
It was also mentioned that efforts would be accelerated to achieve source-grid-load-storage integration, build a new type of power grid supported by a large power grid and centered on micro-grids, establish a distributed energy system dominated by clean energy, with multi-energy complementarity and coordinated production and consumption, and achieve the transformation from "source following load" to "source-grid-load-storage interaction". Rural energy revolution would be continuously deepened, the proportion of green electricity self-consumption would be increased, electricity costs would be reduced, and rural areas would be transformed from single energy consumers to energy producers and consumers, and the national rural energy revolution pilot projects in Lankao and Tanghe would be further deepened. Energy market construction would be orderly promoted, the rules and policy systems for power market transactions would be improved, the construction of long-term, spot and auxiliary service markets for electricity would be advanced, new energy would be fully admitted to the market, the operation and dispatching mechanism of oil and gas pipelines would be optimized, the auxiliary service market for storage and peak shaving would be improved, and regional energy hubs would be created. A green trading mechanism would be improved, the green certificate market trading system would be perfected, a green electricity consumption market would be cultivated, flexible power sources would be encouraged to participate in system regulation.
