Guandu District, Kunming City: Promoting the implementation of a number of high and low voltage power grid construction projects

On June 18th, the Government of Guandu District, Kunming City issued a notice regarding the implementation of the "15th Five-Year Plan Outline for National Economic and Social Development of Guandu District, Kunming City".

It was mentioned therein that efforts would be made to enhance the level of power security, continuously promote the renovation and upgrading of urban distribution networks and rural power grids, facilitate the implementation of a number of high and low voltage distribution network construction projects, optimize the regional network structure, improve power supply reliability, promote the construction of smart distribution networks, and build a strong and intelligent power grid with abundant power supply capacity, safe and flexible operation, and high reliability.

At the same time, the energy supply structure would be optimized, and non-fossil energy development and utilization would be actively promoted. Support would be given to the development of new energy storage, and a new type of power system dominated by new energy would be constructed. Support would be provided for the development of virtual power plants, "source-grid-load-storage integration", load aggregators, etc., and new demand-side management models such as these would be promoted. Intelligent transformation of power grid infrastructure and the construction of smart microgrids would be advanced to enhance the grid's ability to accept, configure and regulate renewable energy. Strong classification guidance for green transformation would be strengthened. Exploration would be conducted to transfer the responsibility for renewable energy consumption to specific enterprises, and support would be given to the low-carbon development of high-energy-consuming industries and the zero-carbon development of emerging industries. The "dual control system" of carbon emissions and carbon emission intensity would be improved, and budget management for fossil energy consumption would be strengthened.

In addition, it was pointed out that the penetration rate of smart grids would be enhanced, and multiple methods such as fiber optics, wireless, and carrier waves would be used to build intelligent power, communication networks, and electricity information collection systems. A city energy internet would be established.
